What they wear, hair styles etc. These are no different than what states are expected to do for the federal govt in order to recieve funds they need. If they do not comply they don't get the funds they want. Notice they say they encourage not require community service. These practices have been going on for a looong time in all administartions. Its just another way for the federal govt to strong arm the state into getting what they want passed.
Actually, the wording is EXPECT not encourage.

There is a huge difference between dress codes decided on a local level, and the President of the United States dictating what types of "volunteer" work are worthy "public services" that my child must perform. My children need to dress for school every day, but my children don't need to do be driven around town performing mandated volunteer work prescribed by the federal government.
