It is not the responsisblity of the business to refund due to the fact that when it left their establishment, it left with the understanding that it would arrive within a certain time frame. If it does not get delivered according to what was aggreed upon shipping, the responsibilty now lies with the shipping company and not with the store. Thats just common sense.
There are tons of unscrupulous vendors that could easily blame it all on shipping or the end user, that's why. Instead of playing the "blame game" they offer a 'guarantee' to try and keep customers. I know that if I received a package with dead corals, I would blame the person I bought it from. Then again, some people do not greet the guy delivering the package and they get left out in the elements, which is no one's fault but the buyer. Common sense tells me that customer retention is #1, no matter how the fish/corals got there.
