If you have "live sand" rinse it in anything other than salt water would result in "dead sand". Live sand in a bag does not have much "live" in it so that is no big loss. If you add it as is, it will cloud up that water for a day or less and clear up with no harm done. I usually pay no attention to this.
For dry sand, I often rise it and soak them in tank water for about 1 week, they become "live sand" as sold in those plastic live sand bag. They would have a little bacterial in them, no higher form of life in those bags
