Went down to the substation today and pressed charges.

I talked to the detective and asked to add a charge of animal cruelty (or similar) because of what happened to my dog. The detective took my statement and said she would hand the all info over to the district attorney.

On a side note, appearently the theif was bailed out. The detective couldn't tell me the set bail.

On another side note, the thief WAS apprehended while still in my house. Seeing he didn't have permission to be in my house, this should be an open and shut case.
