what is the wattage of the Lighting:Ecoxotic panorama LED reef light? do you have a link? i worry that wont be enough light. a good amount of LED light is 1.5-2 watts per gallon. if it is only 16watt like i see online that might not be enough and i have heard some bad experiences with Ecoxotic. there used more for adding color to your corals than your main light.
i have a used CPR skimmer and i wouldn't recommend it. but it might be fine for you.
what are you doing for water movement in the tank? i would suggest a Koralia Circulation & Wave Pumps. i have used them for years and are great very low wattage and great water movement.
I would not waste your money on live sand. get dry sand and get a handful or two from someones tank, then you can get all there good life in your tank to seed it. how long can the sand stay alive in a bag on a shelf anyway?
your amount of live rock looks good you could get away with less. its more about surface area than weight. more surface area = more places for good bacteria and other life. if you have very pours rock it will be much better.
