I never liked the look of paint, especially on the sides where it's more visable. I use window tint on my tanks. Clean uniform look and pretty inexpensive. 10 bucks at Walmart.

You can use either latex or oil based, both will work. However, latex has a tendency to peel if disturbed. I have used both and prefer oil over latex.
I typically use a roller. The first coat will be the hardest to get on. Don't press hard, just enough to create friction so the roller actually rolls. You don't want it sliding. Once you have a base coat down, the rest will be easier to put on since there will be texture. It should take about 3 coats of oil based paint to get nice coverage. I then use a flashlight from the inside of the tank to look for pinholes in the coverage.

I have used vinyl. The same stuff used to make decals.

I used Valspar spray paint from Lowes. Worked just fine. I just taped the sides and It dried in 10 minutes and looked perfect.
