I think there are two ballats in that fixture. One controls the inner four and one for the outer two. In order to get the outer ones on , the bulbs must be ran in a pair and not single. Also try twisting the bulb a little to make sure its seated correctly. Hope that helps.

It may be the bulbs. Try taking out the other working ones and see if that works when switching them around.

What do the end caps look like? Are they in good condition? I have had to change end caps before after having issues like you described.
I would try the easier solution before buying a new ballast. Anyone you know have a meter you can check for continuity and power?

I would look at the end caps first. If you decide to buy a new ballast there a couple of stores in town that might have a ballast that you can use. If not then ordering one in from an online store is your best bet. Rewiring them in is easy.

My thoughts exactly. Try two of the working bulbs and put them in the outer positions before buying a new ballast.
