Sorry it does not sound so good for your guy. Just so you know, the cloudy eyes are common for fish in this family when they are stressed and sick. It's sort of a secondary symptom and not your big issue here.
The freshwater dip is a tough call. Maybe there is someone who has used this technique successfully that can offer input. I have tried it a couple times but not since I was a newbie because it just seemed to increase the stress and hasten the fish's demise. In one case I scooped up a stressed and sick fish and did a short FW dip and the poor thing thrashed around as if in agony and was dead in less than the one minute. It was pretty terrible and (not coincidentally) the last time I ever resorted to this technique.
