I found an artice on wet web media about puffers. It might help if you decide to medicate. Like Kristy said moving the fish can do more harm than good. Just keep trying to get him to eat.

okay so he is not bouncing back, i called the l.f.s and asked them about it and told me to do a fresh water dip for about a min a day until he starts to come around.... whatcha think about that? im so worried about him he is loosing skin on his top fin and his eyes look bad, but almost as if the white in his eye is starting to peel off kinda but still so bad i belive he is blind. also he just wont eat so im think about the fresh water dip asap
Sorry it does not sound so good for your guy. Just so you know, the cloudy eyes are common for fish in this family when they are stressed and sick. It's sort of a secondary symptom and not your big issue here.
The freshwater dip is a tough call. Maybe there is someone who has used this technique successfully that can offer input. I have tried it a couple times but not since I was a newbie because it just seemed to increase the stress and hasten the fish's demise. In one case I scooped up a stressed and sick fish and did a short FW dip and the poor thing thrashed around as if in agony and was dead in less than the one minute. It was pretty terrible and (not coincidentally) the last time I ever resorted to this technique.

The FW dip has limited success on relatively healthy fish, which your fish is not. It also doesn't stop new cysts from attaching once it is placed back in the tank.
Like Kristy said, the eye is more of a symptom, not another problem, and can heal if you are able to rid it of parasites.
Study the sticky in the emergency forum. It has a lot of good info on ich.

Puffers are very prone to ich... The fact he is not eating is not a good sign. Maybe try soaking his favorite food in some garlic and vitamins before feeding. Maybe try some live feeder shrimp to elicite a feeding response. Fingers crossed for the little guy.

well im sorry i haven't posted in awhile ive been very busy at work. well i regret to say that the puffer is gone. ......
and every fish in my reef tank also passed away.i assume because we put the puffer in the reef tanks water trying to help so i have a 120 gal tank with an eel. and a 70 gal reef tank with no fish... but i got some big helthy shrimp that made it. well im gonna give my tanks a good month with nothing new in them and with heavy water changes to see if maybe the parasites will go away.
wow i feel ive learnt some very expensive lessons here...........lol thatks for all u guys help aswell and im never gonna give up my quest for awesome saltwater tanks
