afternoon (if I am in a regular office/corporate setting)
In the morning getting to the officethe first hour or two used to be mostly spend putting out fires and responding to stuff that needed immediate attention for the day.
Newsletter reading would be more likely for the 3 o'clock slump after my trip to the candy vending machine...

I'd say 8 am if it's just a quick looksee one pager or I'd agree with Karin's midafternoon slump for more in-depth perusal.
I'd do it beofre heading out the door when I'm checking emails for about an hour from 6am to about 7am
