This is correct. They started going by the blue book and charging the tax based on what it said was the good/fair shape of the vehicle. So even if the vehicle is a heap, you still pay the median tax rate.

No more "gifting" a vehicle away to avoid paying the piper. You can still of course include all this when filing your taxes.
