The big jetty behind UTMSI is a pretty good spot (I think that's probably what you man by Texas Marine Aquatic University). You could also try the old Fish Pass jetties, but it's about a mile down the beach from the nearest access road. Access Road 2, I believe? But anyways, you can drive it without 4-wheel most of the time. I've also had pretty good luck at the Packery Channel jetties on Padre Island. JimD's suggestion of a lighted pier is a pretty good idea as well, the light attracts the shrimp which in turn attracts the fish, yadayada. And there are plenty of lighted piers.
