Time Warner probably just refused to pay the amount of money that KXAN was requesting so they are just aren't going to show that channel.
I think they will come to some sort of aggreement. There is no way KXAN will give up the money from ad sponsorship. They will be cutting out a huge portion of their viewing audience by doing that. No viewers=no money.
