On our 3 day sail from Galveston Bay to Corpus Christi, a buddy of mine who was helping us move were discussing shrimping. I happened to have a copy of the Outdoor Journal onboard, and we found this regulation:

"Shrimping is not permitted within any natural or man-made pass leading from the inside waters to the outside waters of the state."

To me, this specifically includes the inlet inside of the jetties at Port A.
