NOT ALL OF THEM. The older ones are not fully submersible, only the newer ones.

Mine are a few years old and they clearly state "Do not submerse below water line" on them. If yours states the same, then I would follow what it says on the actual unit you have rather than what an advertisement states. You might be able to email Marine Depot and ask them for sure. It may be that MD just has some old stock on hand or that Ebo Jager made the change to fully submersible and just never changed the print they put on the heaters. I have accidentally had my all the way under and nothing happened, but not sure about long term.

my undertanding of the warning on ebos is that it is the canadian labeling where pretty much no plug in devices are listed as fully submersible. I could be wrong but Ive been using a black ebo marked do not submerse for like 5+ years with no problems... I dont see the markings on the green ebos I have.

I used my Ebo Jager fully submersed in water for about a year while curing live rock and did not have a problem with it. Plus it was one that has the water level line message.
