Bringing back to life?

A friend of mine has neglected his tank for many months, no livestock in it. It's got a bit of algae and very low salinity.

I cleaned out his filters, turned off the light, added a Fluval a powerhead and some salt.

What should be next? Snails and a sea hare?

Do you think the LiveRock is dead? Could I just re-seed his tank?

Any help/suggestions would be great.

test the ammonia, nitrite, and nitrate and go from there. probably the best start for an algea problem is removing it by hand.
