    I've got a used 5lb Co2 tank/bottle. Steel with a Certification of 10/00.

    That's "Hydrostatic" test. You submerge the shell in water, pump it up, and measure if the water in the cylinder rose at all. This will tell you if the shell expands.

    Well at least that's what I tell everyone when I do them day to day at work.
