Eggcrates do work. You just need to make sure you secure the eggcrate so it can't be pushed upon easily. I have seen folks lay something fairly heavy on them to keep it from moving, I have seen others get clamps from somewhere to make sure they are secured.

I had asked the same question (reefsafe eels) and I was told the best bets were snowflake, the banded eel, and zebra eels. Just make sure if yo uneed to cut around piping and such that you make it a tight cut so the eel cannot slide it's way out. I have seen many eels (normally in display tanks at the LFS) hanging around the returns near the top, but I believe it is due to lack of rock to hide in...
