Water leaks or freon leaks?
Not sure if it has any problems yet, I figured I'd get it checkout. It cooled 20gallons of marine water from 80.7 to 77.0 in 28 minutes. I was using a Mag 7 which I'm sure wasn't running at full 700gph.

Try contacting the manufacturer. Its either under warrenty and they won't advise any unauthorized dealer to look at it or its not under warrenty anymore and they might be able to tell you where to go.
If its not leaking water, then most likely your plumbing is in good shape. Just check if the flow is not being clogged anywhere in the lines. Also check and see if there is a lot of detritus being flushed out of the unit. Over time the plumbing can build up with gunk.
As for the AC part goes, you can always take it to a small AC repair shop or a place that repairs refrigerator's. Most chillers on the market are not complicated to work on if you do that kinda work.
How old is the chiller? If its fairly new I wouldn't be all that worried about it. Run it and if you see it cycles too often or it does not keep up with you cooling needs (depending on water volume and the water temp vs ambient temp ratio).
