i have been looking into buying an American Mastiff, and while they require the dog to be neutered at 7 months, they recognize there there is enough evidence to support holding off on this, especially since the dogs are considered puppies for 24 months.
The problem is, much like gun control, more laws simply don't solve a lot of problems. there has to be a willingness on the part of the owner to actively seek out free spay/neuter services if offered, as given in the above example about austin. if the owner is simply irresponsible, then they are irresponsible, and no law, no matter how well written will change that.
Anyhow, coming from the giant breed dogs perspective, wolfhounds, danes, mastiffs, etc... these dogs are simply in a class all their own concerning their requirements, you can't pidgeonhole them in w/ a bunch of dogs that weigh 5 to 20 lbs.
there has got ot be a better way, but I'll be darned if i know it.
