My current lighting setup consists of a 400w 14k halide and 2x96w Actinic VHOs. My tank is on the blue side, and I wanted to add 2x39w 10k T5s to kind of balance it out. Does this sound like a good idea? Or a waste of money?

Why not replace the existing VHO's with actinic whites? Aka 50/50's.
I am with JimD on this one. However, I am the furthest thing from a light expert. I run 14k and 10k MH's. SuperActinic and Actinic White VHO's. I am very happy with the results.
Or, replace your 14K with a 10K bulb - it's probably due for change anyway!

I actually just replaced my 10k about a month ago with this 14k, I think I might try replacing 1 actinic w/ a 50/50
