mixing eels?

I've got a 400g with two eels, one zebra and one golden spot. provided plenty of rocks, would these two do ok long term? They seem ok now.

My brother in law has three in a 100g and they are doing fine. I wouldn't recommend that all the time, but they aren't swimmers, so they are content hiding in the rocks.
