John- Does the dottyback seem to be pestering the wrasse? If it is, I think I'd just bite the bullet, pull the rock out and take the dotty to your nearest friendly marine retailer as a trade in for something else.
As far as eating, yes - it would be super great if you had a healthy 'pod population. Even though our leopard eats everything, I still see her hunting for 'pods too (yeesh, she a plump widdle thing!)
I wouldn't worry too much just yet...give it some time to settle into it's new surroundings.

If you want to try the ghost shrimp, I think AquaTec carries them from time to time...give them a call.
