First3 = First 3 digits
Last4 = Last 4 digits

Answer = (250*((First3*80)+1) + Last4 + Last4 - 250)/2
= (20,000*First3 + 250 + Last4 + Last4 - 250)/2
= (20,000*First3 + 2*Last4)/2
= 10,000*First3 + Last4

Example: 123-4567 = 123*10,000 + 4567 = 1230000 + 4567 = 1234567 ;)
