is this a good ballast

This is a cool touch system three 400 watt halides, the ballast is a electromagnetic ballast. I am pretty sure that what I want is an electronic ballast for HQI bulbs (double ended, right?). Would this ballast work. This whole setup is for $365 with reflector, no bulbs. Any suggestions would be appreciated.

Electromagnetic is what we call pulse start in the industry. It is a step up from magnetic. Check the warranty because what happens when one of the three unit's goes out and you need to find replacement parts?

The company is cool touch lighting and they said they can upgrade to an icecap electronic ballast that will run HQI's. Anybody familiar with this company or the icecap ballast?
