i know a little bit about this
this site: http://arabian.am/fish/ is using a program called mrtg (multi traffic router grapher) to show the graphs and historical data. it is open source and can be downloaded here: http://people.ee.ethz.ch/~oetiker/webtools/mrtg/ to be even more exact he is using a different flavor of mrtg called rrdtool (round robin database tool) which is a little more flexible. you might find it here: http://people.ee.ethz.ch/~oetiker/webtools/rrdtool/. i have set it up in the past to monitor many different things and dont remember it being super tricky to do.
your ip address really doesnt matter if you host your site at a dedicated provider ie godaddy, hostrocket, etc . . . most webcam programs simply take a snapshot and then automatically upload it via ftp to a preconfigured space on your website. there are some alternate ways to do this but this is the most user and bandwidth friendly. some of the java programs have much faster refresh (or will be full streaming) but will also hog more bandwidth and will rely on users having java vm (virtual machine) installed on their computer (which most probly dont know what is).
if you are hosting the site on your home computer via cable or dsl (which i dont recommend) then the router ports and ip address will come into play.
