I agree with Tim, because basements are not initally planned as living space and you just need to "climate control" it. They are usually cool and damp, I wouldnt say they are humid, but the dehumidifier will take the dampness out. The duct work is probably in the ceiling and you could tap it with register covers to get the heat and ca throughout.
