I used the LOA for a while on a 75. The millepora coral grew, though not brightly colored. I supplimented with actinics. The LOA rusted out after a while and grew a lot of macro algae quite well. Other than that, they would be good yard lights. I think Tim is right, there's just no cheap way around lights thats worth much.

I have an old 16mm camera light from the 70s that puts out hellacious light and heat.

I wonder if that would do anything for the tank?
