Could be miswired or the electrical circuit it is on is already overloaded. I would use an extension cord and plug the ballast into an outlet you know is on a different breaker than the one you currently have it on. If it does the same thing then it is something with the ballast, possibly miswired. If it works fine, then it is something with the circuit you had it on, possibly overloaded.
