DIY 70 W DE retrofit kit?

Nebody know of a place to find a DIY 70 W DE retrofit kit? Do they even make retrofit kits for DE bulbs?

30 L aquarium, 50 lbs LR, 44 lbs LS, 192 W PC, CPR Backpack Skimmer
