Fish bite?

I got a new dogface puffer yesterday and my eal did not like it at all at first. He attacked it at first pretty bad but now he has calmed down a bunch, but every once in a while he darts at him. Does this look like a bite from an eal to anyone? Not sure how it would look but that was not there yesterday but is a complete circle.

It looks like he's being harassed. No way to tell for sure who is harassing him. Best to watch the tank and look for aggression.
