Are you having a problems creating bubbles in the reaction chamber? Or are you just not getting constant foam up by the neck of the skimmer...towards the collection cup?

Check to see if the air intake is clogged. You have to clean it from time to time.

Also, what is your overall bio load? If its not heavy, then you will not get alot of skimmate out of your skimmer.

hmmm well maybe this is a good question for Roger. He is the Tunze USA rep and does good job on answering tech questions as well. I would post your issue over on the Tunze forum on ReefCentral.

hope this link helps. Ensure you check the set up of the filter as they are different for in sump and also for hanging inside the tank. In one set up it can be affected by extream currents within the system or because its still in its break-in period. Ensure you have all the parts, and also that the tube for air intake is not kinked. The knob turns to also help with foam level and thickness adjustments. I think your bioload is kinda low also for the tank even though its 3 tangs I believe you have.
