the sump is a 3 chamber 20 gal tank, skimmer on right, return in the middle, and mini fuge on the left. you guys think this is where my problem originates?

Do you have micro bubbles in your sump? If you do then yes.

Do you have a bubble trap in there? Is the water level too low?

I had this problem with my skimmer and I put a larger foam cover on the skimmer overflow. Cleared it right up. Also be sure the skimmer overflow is pointing to the opposite side of you return pump. Be careful when covering your return pump you don't want to starve it. If you still want I can send you a pic of mine.

As per Ram's request: picture post

In the pic you can see the oversized foam I placed on the skimmer overflow. And you can't really see it to well, but the return pump is an in sump as well and it is to the top right of the pic as far from the in sump skimmer as possible. Hope this helps. - James
