Looking for cleaning guidance

I recently set up a 150 gal Oceanic tank after it sat empty and dormant for the last 3 1/2 years. After replacing one of the pumps and some misc plubming parts everything is running great except for a buildup on the inside of the glass. I have scrubbed with a pad and scraped with a razor blade, but to no avail! Any suggestions for getting this surface clean?

Is it a Calcium buildup?

do vinegar then after that use a bakingsoda h2o mix to neutralize then rinse and go!
