It was about the effort to get the people in the phillipines to stop collecting fish by using cyanide or dynamite. They seem to be improving the situation there by having groups becoming "certified" fisherman that use "reef-safe" techniques to collect fish for the aqaurium trade. They end up paying more for the catches but are realizing that this is the only way to effectively use the reefs without destroying them.
