I use Walmart clip on fans.... cheap they do the job and if it craps out in a couple months it's only 6-7 bucks lol

I would think any fan that will push the most cfm at the lowest DB would be preferred. If you were feeling up to making something snazzy, you could build a set of computer fans run I series.
As Chris started, the clip on fan would likely be the cheapest option and it works well.

Coralife(low Voltage) or Radio shack(Heavier Duty), they last about the same amount of time

I use the walmart clip on fans and there pretty great. I would say when they are on, they run for about a minute and a half then stop, helps keep my tank at a steady 77.7 even during the summer time.

I use 2 hang on back fans made by ZooMed that ER has started to carry and they work great for me
