there isn't a set number. factors such as how large fish will get and whether species get along is what you need to look at.

Four clowns in a 75 gallon seems a bit high. They may get very territorial if/when they pair.

I'd keep it down to two tangs, and bear in mind that some grow quickly, most grow big enough that you will have to rehome them in a couple of years.
