I first saw this growth about 5 months ago and it has grown pretty fast. I pulled what i will call a sack (because that is what it looks like) out of the tank and cut it open and it seemed empty. The only thing i noticed was a clear jelly, but not sure if it came from the inside of the sack or the outside. The outside has brite red dots and the sack itself is silverish. I attacked some pics.

Kind of hard to tell. Tried to zoom in and enlarge the pic but, the quality was bad. If I had to guess I would say some kind of bubble algae. Have you tried a search of algae types?

i also thought it might be a type of bubble algae, the newer bubbles look like bubble algae, but the older ones look more silver than red and i couldn't find a match anywhere.

Ok so it is red bubble algae, know i just have to find out how to get rid of it.
