Sick Fairy wrasse

My water tests fine all other fish are ok but my fairy wrasse is swiming upside down, side ways and every way you can think of. he looks fine color wise. And has been trying to eat a little. can anyone help

Is he still alive? My experience is that swimming upside down is a sign of iminent death.
