I need some opions. Im getting my tank drilled for a overflow. My question is should i have them also drill a extra hole in each corner for a return? or should i just plumb up over the top of the tank?

I would have it drilled for return also. It makes the pluming it alot cleaner. My tank is drilled and my returns come up through the overflow, very clean.

my main concer is if there is a power outage i dont want the water to overflow my refugium. I know i can drill syphon holes in the returns but will it work if they are drilled?

First off I am no expert, with that said.....
I drilled mine and I keep the sump water level at about 50%, when I unplug my pump water drains from the overflows and the return. My sump is (approx) 90% full with room for a few more gallon tops, as long as you adjust your height properly (returns/overflows) you will be OK.

I used check valves, this gave me piece of mine. If you have lots of sump volume then you can do it without any worries. It just came way to close for me + I have the refugium to worry about. My plumbing really required them, no other way. I dont worry anymore.
I would run them through the overflows. It is alot cleaner as stated by others. If you turn your return outputs to a level that they dont spray water & somewhat level with the waterline you wont siphon to much.

another option would be some version of the durostandpipes. It wouldnt help much with your return syphon, but the chambers wont syphon, that will stop quite a bit of water from draining into the tank. With this set up I've been told you can use the overflow space as a refugium as well.

I cant drill the bottom for the over flow so i have to go thru the back of the tank. Because of that i do plan on using the dorso.
