Discovery had a whole episode on this "weed" and how it has taken over large area off the coast of France. There was a Marine biologist that noticed it in its early stages, and tried to raise a flag about it, but noone would listen to him, and not its a huge problem over there and it wiping out the native plants and animals. They are worried it will have the same effects in Cali. The growth rate isnt the only reason its a problem, there is only like 2 species of nudibranch known to at it, and they are warm water species, and the Med and Pacific are too cold for them.
