I used a 1/10th Pacific Coast chiller in the past. Worked really good. With that amount of water it should be able to keep up. What type of lighting are you using? You can always throttle back the amount of light with a timer on Sundays to prevent the tank from getting hotter as well.
This is your best bet. Use a tee after the exit of whatever pump you will feed the chiller with. Place a ball valve on the side that will feed the phosban reactor. This will regulate the flow to your reactor. You do not want a lot of flow through the reactor but you will for the chiller.
