Coral Magazine has done the research and has many articles backing up the collection of fish in Hawaii and its Sustainable harvest with the rules already in place. If everything is working why do you need more regulation?

The following is from one of the wholesalers out of Hawaii.
NEWS Update! See at end for more details. Hawaii Supreme Court is requiring all Hawaii aquarium fish permit holders to do an EIS study. DLNR has stopped issuing or renewing any more permits. Worst case if we lose our small mesh net permits we can only fish with nets of 2 inch mesh or bigger. That means smaller fishlike wrasses may be hard to come by from Hawaii at the time our permits expire. My permit is good for 10 months and luckily my diver's permits are good for 11 months. Many others are not so lucky with only a month or two left; so there is a legal push to rectify this now. Help us with the fight now at end below. The fishery studies have already been done and we are sustainable and fish counts are up so the whole thing is just another permit process just added on. Hopefully we can use our permits until the EIS id done and that is what the big legal push is for.

The partial ban is back, the reason why I use partial is because of the stupid law, collectors will now have to use larger mesh nets. Or other means of catching fish. Which I am guessing they will use the same nets as food fishermen. And for smaller fish, traps in lieu of nets. As a rule the smaller the fish, the better it ships. With this law fish will now be larger, which normally do not ship as well. Which is something all Aquarist try and prevent, activist just want to claim victory no matter the cost. Look at snokel bob sinking his own ship instead of limping into port, because it made for a great show
