I usually get my CO2 refilled at the home brew beer store :)

I got my co2 cylinder exchanged at Praxair. I Gave a beaten up old expired aluminum one and I got a nice painted steel filled cylinder in return.
I also bought a new back up 20G cylinder from eBay and will fill it up at one of the places.
