I was told that this combonation allows me to grow copepods which will feed my mandarins. Thing is, I forgot to ask how it actually works and if there's anything extra I need to do. I did a quick google search but nothing came up.

I would scrap the bag and light and just use rock rubble in the filter. It will be less maintenance.

Get the rubble from an established tank and you will be good to go. You also have to take into consideration the size of job filter vs size of tank.

My main filterationn is the sump with bio balls. The HOB filter is in place only for the copepods.

The type of copepods you are trying to cultivate are not free swimming, they cling to and crawl on rock, algae, et al. so the main ingredient is to have appropriate "homes" for the little guys in the HOB filter and let nature do the rest.

The closest thing I have to a fuge would be the HOB filter. It has algae growing in it.

You can always add another small tank to make a decent sized fuge that would actually be functional.
