Fin Rot?

The new firefish that I added to my tank stays pretty hidden all the time, but when he does come out I noticed that his tail fins are pretty badly shredded. I know they will grow back after time. But is this because of fin rot or is it aggression from another fish?

FYI, the only fish I see being aggressive to this new firefish is my old firefish, is this common, and will it stop?

Probably aggression. Unusual for a fire fish. Might rearrange your rocks to even the territorial fighting.

Both of the firefish have their own territory, well where they hide when stressed, both on opposite sides of the tank. When I first put the new one in, he stayed in same cave as the older firefish. two or three days later he went to the other side of tank, and now only comes out for 5 - 10 mins during feeding times. I noticed no matter where he is in the tank, if he is visible the old firefish will dart towards him. I had just actually re-arranged the rock work in the tank a few days ago, but the aggression continues. Wonder why my old firefish is like this, he use to chase away both of my blue damsels while in the tank, one of them did die, now chases the new firefish.
