I know there is a general rule of 1" of fish per 5 gallons, but is there any general rule about that with coral, hard or soft?

You can put as many as your filtration system can handle, also there needs to be enough space between some aggressive corals so they don't kill each other.

I thought it was 1 inch per 10 comfort wise not filtration

And stay up on your calcium and stuff.
If you go heavy sps you will deplete your calcium levels. Combating this by water changes is the easiest way to do that.
Add a LOT of calcium requiring sps and you start dosing.
I've not heard of the 1" per gallon in reference to coral... Yet.
