I am looking for a reef safe sealant for the pvc pipe going from my overflow to my sump?

If you are talking about for the pvc itself, standard pvc glue would be fine. Use blue glue if the pipes will be wet.

Spaflex tubing should fit the overflow without the need of any sealant.
