I don't really know what to recommend for a good starter test kit. My suggestion has always been Salifert and Seachem. They are expensive and it adds up quickly, but I have found through research and experience that you get what you pay for.

Are you wanting a list of tests to perform or was it brand advice?

I started out with the Instant Ocean kit, it left much to be desired but at least lets you know if you are close. Salifert is the only way to go really, you'll have to hit all the LFS to complete a kit as you buy individually. I know Gabe has the only Calcium I've seen in town lately. Jeremy has some other tests up at Reefs2Go.com as well.

IMHO, "starter" kits are generally poorly spent money. All it takes is one bad reagent, and you will have wasted WAY more money chasing a problem that may not exist, or losing livestock because you had a problem that the kit didn't find.

As noted above, buy Salifert kits as you can afford them. Start with Nitrate, Alkalinity and pH. Then pick up Ammonia, Calcium, Phosphate and Magnesium. Store them in a "cool dark place".
