How can you tell what size bulkhead would be best for your tank?

Dependent on your goals... how big of a tank? Drain to a sump, or closed loop? all things we'd need to know before suggesting :)
For my money, 1.5" is a nice solid bulkhead for most purposes -- and I like to double up for drainage purposes... nothing worse than overflowing a tank.

I am in the process of getting a used 75g tank, so I can start up a reef again. My plan is to build this....http://www.reefcentral.com/forums/showthread.php?threadid=1310585....for my overflow filtration, and I have never dealt with anything like this before. My last reef tank was pretty much put together with string and paper clips, I had a hang-on overflow, no drilling done, it was a 55g. I had many many many problems, late night accidents, and some small electric shocks on occasion.
I have one year to bide my time, and make myself busy before I become a full time college student at a college that is 525.96 miles away. I want to build a 75g reef tank that is beautiful, interesting, and above all easily maintable. This system I ran across looks perfect for my project, but I need the opinions of people that have more experience then myself. Any and all suggestions would be greatfully appreciated. What do you guys think of this type of system?

I've looked at that configuration before, and personally, it seemed overly complex... A pair of 1.5" bulkheads will be as reliable as a trio of 1" bulkheads will be -- the wider diameter encourages more flow, less possibility of clogging... its a good idea, and I would agree that its likely pretty close to failsafe, but it just seemed a reinvention of the wheel to me..
I'm putting together a 75 as well, and I opted for dual 1.5" bulkheads in a 36" calfo overflow -- leaving me enough room to drill for returns on the sides as well.

I have a fairly bulletproof reef. I have had crashes, but none of them resulted in loss of livestock. I have lost corals, but I have duplicates in the same tank that pulled through. If you live in or around San Antonio, I would say best bet is to stop by and take a look at my tank.

yeah dont go under a 1.5 drain. I wish mine was bigger : (
